Albuquerque Landscaping Costs: What the Water Authority Pays in 2026

Albuquerque landscaping costs and Water Authority rebates

Last updated: August 31, 2026. Every figure below was read from the Albuquerque Bernalillo County Water Utility Authority’s own pages today.

Quick answer: The biggest number in an Albuquerque landscape budget is not a contractor’s price. It is the Water Authority’s xeriscape rebate: $3.00 per square foot of turf removed, paid only if an inspector approves the project before any grass comes out.

Pull the grass first and that money is gone. On a 1,000 square foot conversion the pre-approval visit is worth $3,000, and it costs nothing but a phone call to schedule. That one sequencing rule moves more money than any quote comparison on this page.

What the Water Authority pays, read today

These are the published residential amounts. Each arrives as a credit to the water bill at the service installation address, not as a cheque.

Xeriscape conversion $3.00 per square foot of turf removed None published Six months to finish once approved Removing turf before the pre-approval inspection
Tree-Bate, maintenance or new trees 25% of the service cost $100 residential, $500 commercial Apply within 90 days of purchase Tree removal, and any tree not in the Xeriscape guide
Rainwater harvesting Flat amount by total storage capacity $150 at 1,500 gallons and over Apply within 90 days of purchase Any barrel under 50 gallons
Smart controller, flow sensor, pressure regulator 25% of cost $100 residential, $500 commercial Apply within 90 days of purchase Sewer-only accounts
Pressure-regulating spray sprinkler bodies $4.00 each No limit Apply within 90 days of purchase Bodies not on the pre-qualified list
High-efficiency rotating nozzles $2.00 each No limit Apply within 90 days of purchase Nozzles not on the qualifying list

Eleven Albuquerque facts that decide the number

  1. The xeriscape rebate is $3.00 per square foot of turf removed. No ceiling on the area is published, which makes turf area the single largest lever in the budget.
  2. Pre-approval from the Water Authority xeriscape inspector must happen before ANY turf removal begins. The inspection line is (505) 289-3026. This is the condition most often discovered too late.
  3. Fifty percent of the approved project area must be replaced with plant allowance points from the Xeriscape guide plant list. Remove 500 square feet, plant 250 in allowance points. The plan lists each plant by scientific name with its points.
  4. Soil between plants needs a minimum of three inches of mulch. On a 1,000 square foot conversion that is 250 cubic feet, or about 9.3 cubic yards of bulk mulch. Order by the yard, not the bag. A bulk organic mulch rebate is available on top.
  5. Spray irrigation must be converted to drip, bubbler, or hand watering in the rebated area. Leaving a spray zone in place fails the final inspection.
  6. You have six months to complete the conversion after the application is approved, then you schedule the final inspection. Itemized receipts with a zero balance are required at that visit, for plants, irrigation equipment, mulch, and any contractor used.
  7. Credits land within one to two billing cycles, or up to 90 days. Budget the full project cost up front. The rebate is a reimbursement, never a discount at the till.
  8. The published rule is one rebate credit per fiscal year, July 1 to June 30. That matters if you were planning a turf conversion and a tree job in the same twelve months. Tree trimming in Albuquerque sits on the tree side of that rule, because the Tree-Bate covers pruning as well as new trees. Confirm your own eligibility before booking both, because the boundary is the fiscal year, not the calendar year.
  9. Sprinkler bodies and nozzles are the only uncapped rebates. Controllers, sensors and regulators stop at $100 for residential customers. Spray bodies pay $4.00 each and rotating nozzles $2.00 each with no limit, so on a large spray system the retrofit money is in the heads, not the timer. Twenty zones at six heads a zone is 120 bodies, or $480 back, against a $100 cap on the controller that runs them.
  10. Spray irrigation between 11 a.m. and 7 p.m. from April 1 through October 31 is water waste by definition. Drip, low-precipitation bubblers and hand watering are exempt from that window. Water that leaves your property into the street or a neighbour’s yard is water waste at any hour.
  11. Water waste is billed. On a meter under 1.5 inches the first observation is a warning at no charge, then $20, then $50, then $100 for a third or later violation. Larger meters carry higher fees. A violation more than 365 days old is not counted, and a new owner with a recorded document of sale starts clean.

The gap in the rainwater table

The rainwater amounts are set by the combined storage capacity of every barrel and cistern installed, not by how many units you buy. One 50-gallon barrel plus one 200-gallon barrel is 250 gallons of capacity, which earns the $50 tier.

Total storage capacity Rebate
50 to 149 gallons $25.00
150 to 299 gallons $50.00
300 to 499 gallons $75.00
1,000 to 1,499 gallons $125.00
1,500 gallons and over $150.00

Read that table again. There is no published row between 500 and 999 gallons. A 750-gallon cistern sits in a band the schedule does not name. If you are sizing storage and the choice is close, 499 gallons pays a stated $75 and 1,000 gallons pays a stated $125, while the middle is a question to put to the Authority before you order rather than after the tank is on a truck. Every barrel has to hold at least 50 gallons to count toward the total at all.

Why no honest page quotes an Albuquerque install price

We do not publish a citywide per-square-foot install price, because three conditions on your particular lot move it further than any market average does.

Caliche. Albuquerque soils are alkaline and caliche layers are common below the surface. A trench that hits a cemented layer is a different machine, a different day rate, and sometimes a different design. Probe before the bid, not during the dig.

What the irrigation has to become. The rebate requires spray to be replaced with drip or bubblers in the converted area. If one valve currently serves both the lawn and the beds, the conversion is a new zone, not a nozzle swap. Albuquerque drip irrigation planning, including how that new zone should appear in a written estimate, has its own page.

Which season you are in. Warm-season seed belongs in the May 15 to August 1 window; cool-season seed has an August 15 to September 15 window. Warm-season turf can be dormant for at least five months here, which is worth knowing before you pay to keep it green.

Frequently asked questions

How much does the Albuquerque xeriscape rebate pay? $3.00 per square foot of turf removed, provided the Water Authority’s xeriscape inspector approves the project before any turf is removed and half the approved area is replanted with plant allowance points from the Xeriscape guide list.

Do I have to get approval before removing my grass in Albuquerque? Yes. Pre-approval from the Water Authority xeriscape inspector must be conducted before any turf removal project can begin. Removing the turf first forfeits the rebate on the whole area. Schedule the initial inspection on (505) 289-3026.

How long does the Albuquerque xeriscape rebate take to arrive? The credit is issued to the service installation address within one to two billing cycles, or up to 90 days, after the final inspection. It is a credit on the water account rather than a payment.

What are the Albuquerque rain barrel rebate amounts? $25 for 50 to 149 gallons, $50 for 150 to 299, $75 for 300 to 499, $125 for 1,000 to 1,499, and $150 for 1,500 gallons and over. The amount is set by total combined storage capacity, and every barrel must hold at least 50 gallons.

How much is the Albuquerque tree rebate? Residential customers get 25% of the service cost up to $100, commercial up to $500. It covers pruning, fertilization, pest management, compost and mulch as well as new trees, the tree has to appear in the Xeriscape guide, and tree removal does not qualify. Apply within 90 days of purchase.

What are the Albuquerque watering hours? Using spray irrigation between 11 a.m. and 7 p.m. from April 1 through October 31 is water waste. Drip, low-precipitation bubblers and hand watering are exempt from the time-of-day rule.

What is the fine for water waste in Albuquerque? On a meter smaller than 1.5 inches the first observation is a warning with no charge, then $20 for a first violation, $50 for a second, and $100 for a third or later. Larger meters carry higher fees. Violations more than 365 days old are not counted.

What happens if a sprinkler breaks and wastes water? Equipment malfunctions count as water waste. Contact the Enforcement division within 48 hours to explain how it will be fixed, and if the repair will take longer than 48 hours, shut the water off to the malfunctioning equipment. A malfunction still running after 48 hours draws a violation for non-repair.

Can I claim more than one Water Authority rebate in a year? The published condition is one rebate credit per fiscal year, running July 1 to June 30. If you are planning two projects, confirm your eligibility on (505) 842-9287 option 4 before you commit to dates.
